NHS
Current Challenges |
| |
Quality,
Innovation, Productivity and Prevention
(QIPP) programme:
NHS chief executive Sir David Nicholson
has estimated the health service needs to
make efficiency savings of between £15bn
and £20bn over the next four years.
Information Departments
is one of the main stake holders that can
help to achieve this target. But, at present
they have following challenges in their
way to improve their services.
- NHS is committed to modernize
Information Systems throughout UK. But,
in most cases new systems have been introduced
without incorporating legacy systems with
them. Poor interfaces and unprepared front-line
staff further caused more data quality
issues.
- Constant changes and
slow database response time has highly
demotivated information staff.
- Maintaining and upgrading
isolated information systems and loading
daily extracts leaves very little time
for them to concentrate and focus on new
developments. And when they are unable
to show their potential of analytical
and management skills they get frustrated
and start loosing their interest in the
job.
- It has been observed
that information analysts are still relying
on old tools for analysis in the existence
of modern tools. Those technologies sometimes
don’t even support current requirements
and abundance of data. And with the passage
of time it is getting harder and harder
to change the working culture.
- For instance, more or
less all NHS trusts have got access to
modern tools but their staff is still
using Excel or Access for analysis. This
way they finish a few minutes’ job in
hours.
There are two major reasons behind this
kind of behavior
Comfort: They are comfortable
to do it in their own way.
Risk Factor: As, they
don’t fully understand the core of modern
DBMSs and also they are not well familiar
with the working environment of the new
tools they can not estimate the risks
involved. They always have a fear that
something might go wrong which will corrupt
the whole system, so they simply make
a copy of the data they need from database
server and paste it in Excel or in Access
and start their analysis. |

Impact
of the Deficiencies
|
|
| |
Wastage of valuable resources in terms
of time and money.
Missing deadlines
Questions on data quality, integrity
and security
Unsatisfied patients, staff and top level
management
Wrong information may lead to wrong diagnosis
which may lead to wrong treatment
Unstructured duplicate files create unnecessary
burden in terms of storage and file handling.
For instance, backups are kept of each excel
report generated which can be avoided by
making browser based reporting.
Information Governance
Issues: Once data is taken outside
of RDBMS/Data Warehouse environment, it
becomes almost impossible to keep track
of who is accessing the information in a
shared environment and who is making illegal
copies of sensitive information.
Conclusion: Unlike other
organization NHS is very critical to the
errors. Wrong information without proper
historical information analysis could
lead to wrong decisions. These wrong decisions
could put someone’s life at risk.
